Report on Illegal Fishing

SURIGAO DEL NORTE POLICE PROVINCIAL OFFICE

Personnel of Del Carmen Municipal Police Station together with MENRO Gina M Barquilla and Bantay Dagat of Municipality of Del Carmen conducted a joint seaborne patrolling on January 19, 2020 around 3:00AM against illegal fishing within the seawater of the aforesaid municipality. During the Patrolling, One (1) motor banca with fourteen (14) fishermen were spotted and caught in the act engaging illegal fishing activity in the sea water of Sinakyahan Islet, Brgy. Caub, Del Carmen, Surigao del Norte.

The arrested suspects were identified as follows:

  1. Bayani Lasala Mante, 44 years old male, married, fishermen and a resident of P-4, Brgy. Rizal, Socorro, Surigao del Norte;
  2. Rambo Gelsano Angcog, 34, years old male, married, fishermen and a resident of P-1 Brgy. Sudlonon, Socorro, Surigao del Norte;
  3. Adrian Maglinte Gelsano, 37 years old male, married, fishermen and a resident of P-2, Brgy. Sudlon, Socorro, Surigao del Norte;
  4. Alvin Gelsano Angcog, 31 years old, male, married, fishermen and a resident of P-1 Brgy. sudlon, Socorro, Surigao del Norte;
  5. Jeffry Sabandal buyser, 26 years old male, single, fishermen and a resident of P-1 Brgy. Navarro, Socorro, Surigao del Norte;
  6. Anjho Digal Jugar, 25 years old, married, fisherman and a resident of P-1, Brgy. Taruc, Soccoro, Surigao del Norte;
  7. Carlo Sutana Bordas, 22 years old, married, fishermen and a resident of P-1, Brgy. Sudlon, Soccoro, Surigao del Norte;
  8. Lloyd Digal Jugar, 31 years old, married, fishermen and a resident of P-1, Taruc, Soccoro, Surigao del Norte;
  9. Judel Along Sabalo, 35 years old, married, fishermen and a resident of P-1, Brgy. Sudlon, Soccoro, Surigao del Norte;
  10. Roy Omas-as Digal, 41 years old, married, fishermen and a resident of P-2, Brgy. Salog, Soccoro, Surigao del Norte;
  11. Roland Besas Murial, 44 years old, married, fishermen and a resident of P-2, Brgy. Salog, Soccoro, Surigao del Norte;
  12. Rejun Cubillan Arcula, 24 years old, married, fishermen and a resident of P-1, Brgy. Sudlon, Soccoro, Surigao del Norte;
  13. Jessie Ganutan Biol, 35 years old, married, fishermen and a resident of P-1, Rizal, Soccoro, Rizal, Surigao del Norte; and
  14. Jeckie Besas Consigna, 51 years old, married, Pump boat operator and a resident of P-3, Brgy. Salog, Soccoro, Surigao del Norte.

The arrested persons were informed of their constitutional rights under the Miranda Warning and Anti-Torture Act.

Confiscated from the possession of the suspects were as follows:

  1. Fifty (50) kilograms assorted fishes;
  2. One (1) unit pump boat color green;
  3. Two (2) unit engine king eagle 12hp;
  4. Four (12) spare guns;
  5. One empty bottle; and
  6. Nine (9) pieces fins locally known as “Kapay”

Suspects and confiscated items were brought to Sta. Monica, Municipal Police     Station for proper disposition.

Accomplishment on Illegal Fishing

SURIGAO DEL NORTE POLICE PROVINCIAL OFFICE

Personnel of Socorro Municipal Police Station conducted Seaborne Patrolling within the Municipal Seawaters of Bucas Grande Island and Brgy. Doña Helen, Socorro, Surigao del Norte on January 17, 2020 at about 2:50PM. Said operation resulted in the apprehension of two (2) local fishermen identified as Romel Anto Rosillo, 36 yrs old, Filipino, married, fisherman and Bernie Anto Rosillo, 29 yrs old, Filipino, single, fisherman. Both are residents of Brgy. Doña Helen, Socorro, Surigao del Norte. Suspects are caught in act engaged in illegal fishing activity locally known as “BOSO”.

The arrested persons were informed of their constitutional rights under the Miranda Warning and Anti-Torture Act.

Confiscated from the possession of the suspects were:

  1. one pump boat color blue with 13HP LONCIN single engine
  2. two sets of green plastic hose;
  3. one air compressor; and
  4. one improvised compressor tank.

Suspects and confiscated pieces of evidence are now under the custody of Socorro MPS for proper disposition.

Accomplishment on Illegal Fishing

SURIGAO DEL NORTE POLICE PROVINCIAL OFFICE

A cellular phone call was received by Socorro Municipal Police Station on January 17, 2020 about 1:30PM  from a concerned citizen informing that unidentified individuals were seen engaged in an illegal fishing activity within the seawaters Brgy. Sudlon, Socorro, Surigao del Norte.

Immediately, personnel of Socorro Municipal Police Station proceeded to the aforesaid place and apprehended the following suspects for violation to Municipal Ordinance No. 03-03 of Section 65 of Article XI “Fishing through Encroachment in Municipal Waters”. The arrested persons were informed of their rights under the Miranda Warning and Anti-Torture Act. Arrested individuals were identified as:

  1. Normie Cuanan Rubis, 29 years old, male, Filipino, single;
  2. Eldeto Amot Nebato, 50 years old, male, Filipino, married;
  3. Erwin Molina Nebato, 25 years old, male, Filipino, single;
  4. Jovanie Molina Pontay, 23 years old, male, Filipino, single;
  5. Benjoe Molina Pontay, 19 years old, male, Filipino, single;
  6. Julius Marquez Apogan, 19 years old, male, Filipino, single;
  7. Junrex Marquez Lumantas, 19 years old, male, Filipino, single; and
  8. Rodel Magallanes Amarille, 24 years old, male, Filipino, single. All were residents of Brgy. Manjagao, Surigao City.

Confiscated from the possession of the suspects were:

  1. one pump boat color green/red with single engine16HP Honda;
  2. one pump boat color green with single engine 13HP Loncin;
  3. one bundle of double fishing net; and
  4. two styro boxes

Suspects and confiscated pieces of evidence are now under the custody of Socorro Municipal Police Station for proper disposition.

Accomplishment on Illegal Drugs

SURIGAO DEL NORTE POLICE PROVINCIAL OFFICE

Drug Enforcement Unit of Placer Municipal Police Station together with personnel of Provincial Drug Enforcement Unit led by PCMS Octavius F. Pontillo conducted buy-bust operation on January 17, 2020 at about 5:30PM in Purok 6, Brgy. Bad-as, Placer, Surigao del Norte that resulted in the arrest of Jaime Castro Cabadonga Jr., a.k.a. Onger, male, Filipino, single, 24 years old, and a resident of Purok 4, Brgy. San Juan, Surigao City. The arrested person was informed of his Constitutional Rights under the Miranda Doctrain and the Anti-Torture Law. The suspect was a newly identified drug personality of Placer Municipal Police Station.

Confiscated from the possession of the suspect were:

  1. One cellular phone color white;
  2. One small paper bag containing

b.1 three small heat sealed transparent plastic sachets of suspected shabu with an estimated of 0.5 grams with Standard Drugs Price (SDP) value of Five Thousand Nine Hundred Pesos (Php 5,900.00) @ (Php 11,800.00) per gram;

b.2 one big heat sealed transparent plastic sachet of suspected shabu with an estimated weight of 5 grams with Standard Drugs Price (SDP) value of FiftyNine Thousand Pesos (Php 59,000.00) @ (Php 11,800.00) per gram; and

b.3 one Thousand Peso bill Php 1,000.00 with serial number KY867800 as marked money;

  1. one wallet containing

c.1 Eight Hundred Thirty Pesos Bill (Php 830.00) in different denominations;

c.2 one Driver license; and

c.3 one (1) pc. Receipt money form of Palawan Padala

  1. One Yamaha Mio Motorcycle colored yellow white with temporary plate number 1501229288 containing:

d.1 two small heat sealed transparent plastic sachet of suspected shabu with an estimated weight at more or less one (1) gramwith Standard Drugs Price (SDP) value of Eleven Thousand Eight Hundred Pesos (Php 11,800.00) @ (Php 11,800.00) per gram;

d.2 one small heat sealed transparent plastic sachet of suspected shabu with an estimated weight of 0.2 grams with Standard Drugs Price (SDP) value of Two Thousand Three Hundred sixty (Php 2,360.00) @ (Php 11,800.00) per gram;

Body search was done in an orderly manner in the presence of Mr. Jessie L Digol representative from DOJ, Brgy. Captain Anselmo S. Espanto, Brgy.Kagawad Angelito S. Ajoc and Brgy. Kagawad Ediroe Bert S. Etac, Brgy. Officials of Bad-as, Placer, Surigao del Norte.

Cases for Violation of Section 5 & 11 of Article II of R.A. No. 9165 were being prepared for filing in court against the mentioned arrested suspect.

Apprehension of Suspect for Physical Injury

SURIGAO DEL NORTE POLICE PROVINCIAL OFFICE

Quality Service Lane (QSL) Officer of Surigao City Police Station received a mobile call from Purok Chairman Ronald Tero Tudtod of Purok 1,Kinabutan, Brgy. Rizal, Surigao City on January 17, 2020 around 7:20PM informing that there was a mauling incident that transpired in the said place, victimizing his neighbor named Gemma Colindong Hibaya, 47 years old, female, married, housewife, and resident of the aforesaid place.

 Acting to the said report, personnel of Surigao City Police Station immediately proceeded to the said place. Thereat, the victim pinpointed the suspect inside their house which resulted in the arrest of the latter identified as Junmar Colindong Hibaya (son of the victim), 26 years old, male, jobless, and a resident of Purok-1, Kinabutan, Brgy Rizal, Surigao City.

Investigation conducted disclosed that prior to the incident, the victim was looking for her lost Samsung Cellular Phone placed in her room when she asked her son Junmar Hibaya (suspect) about it but the latter denied and got irked to the victim. The suspect mauled the victim (mother of the suspect) without hesitation which sustained lacerated wound in her head.

Apprehension of Suspect fo the Crime of Alarms and Scandals/BP-6 and Resistance and Disobedience upon an Agent to a Person in Authority

SURIGAO DEL NORTE POLICE PROVINCIAL OFFICE

PSSg Mark Vincent B. Dayondon and PCpl Jesryl O. Rebuera of mobile alert team brought the living body of Cyrus Dela Cruz Ibañez, 30 years old, with live-in partner, laborer, and resident of Purok-4, Brgy. San Juan, Surigao City on January 19, 2020 around 1:15 AM for the crime of Alarms and Scandals/ BP-6 (Concealing of Deadly Weapon) and Resistance and Disobedience upon an Agent to a Person in Authority that happened around 1:10 AM of January 19, 2020 in Sarvida Street, infront of Surigao City Public Market, Brgy. Washington, Surigao City.

Initial investigation disclosed that while police officers patrolling on Borromeo Street, Surigao City, a concerned citizen informing them that there was a person who gone berserk at the aforementioned place armed with bladed weapon. Acted upon receipt, they immediately proceeded to the place incident. Thereat, the suspect was caught yelling to the public place causing disturbance and alarming to the public. Upon sensing the police officers, suspect evade but unfortunately, he was arrested. During the arrest suspect resisted and tried to harm the police officers. Confiscated to the suspect’s possession and control measuring 12 inches long bladed weapon to include the wooden handle locally known sundangay.

Suspect was informed of his constitutional rights under the Miranda Warning and Anti-Torture Act. Subsequently, he was brought to Surigao City Police Station for documentation. The case is now being prepared for referral in City Prosecutor’s Office.

Report on Traffic Accident

SURIGAO DEL NORTE POLICE PROVINCIAL OFFICE

Dapa Municipal Police Station received a cellular phone call from a concerned citizen on January 19, 2020 around 4:00PM informing that a traffic accident transpired along the highway in the vicinity of Barangay Union, Dapa, Surigao del Norte.

Acting on the said report, personnel of Dapa Municipal Police Station proceeded to the reported place of incident and upon arrival, it was found out that the incident involved two motorcycles and the injured drivers and passenger were already brought to Siargao District Hospital, Dapa, Surigao del Norte for medical treatment.

The injured drivers were identified as Zessa Chin Delos Santos, 27 years old, Filipino, single, business manager, and her passenger as Jomalyn Simpoo, 34 years old, single, businesswoman, and both residents of Brgy. 3, Poblacion General Luna, Surigao del Norte and the other driver as Pedrito Osiang Tesiorna, 49 years old, Filipino, married, driver and a resident of Brgy. 1, Poblacion, Dapa, Surigao del Norte.

Investigation conducted disclosed that one orange Honda F1, no plate attached and driven by Zessa Delos Santos, 5 was traversing from Dapa Road (Southbound) towards General Luna (Eastbound) direction while the black Chappy motorcycle with no plate attached and driven by Pedrito Tesiorna, was traversing in the same direction going towards Brgy. Union, Dapa, Surigao del Norte. Mr. Tesiorna who was believed to be under the influence of liquor while driving lost control of his motorcycle and used the left lane where the Ms. Delos Santos was supposed make a turn going to General Luna and accidentally bumped the latter resulting in injuries to both drivers and passenger and damages to both motorcycles.

Ms. Delos Santos was wearing a helmet during the said incident and is equipped with driver’s license No. KO1-14-000128 that will expire on 08/20/2022 and motorcycle’s OR and CR while Mr. Tesiorna has neither driver’s license nor OR and CR of his driven motorcycle and was not wearing a helmet. The involved motorcycles were brought to Dapa MPS for proper disposition.

Report on Ambush Incident

SURIGAO DEL NORTE POLICE PROVINCIAL OFFICE

An ambush incident transpired at Sitio Feeder Road, Brgy. Ladgaron, Claver, SDN on January 17, 2019 around 9:30PM victimizing troops of 30IB, PA Charlie Company led by 2nd LT LALATA and personnel of SAF PRO 13 led by PLT LLOYD SEDRIC B GARCIA which were believed perpetrated by armed group of CNTs of GF16 NEMRC led by a.k.a JARED (TNU).

Investigation conducted revealed that 25 Personnel of 30IB, PA while on board two KM Truck and 16 personnel of SAF PRO13 on board two KM Truck respectively while on their way for extraction at the above mentioned place were land mined by NPA under GFC16. The encounter lasted for about 30 minutes. No reported casualty on the government side and undetermined on the enemy side.

WIA is PFC PATRICK CASTRO MANLAPAS, 27 years old, married, 30IB PA, after the shrapnel hit his right forehead. Immediately, PNP Claver coordinated with 30IB, PA, and 2ND PMFC and thereafter conducted lockdown at the entire municipality of Claver for possible interception of wounded NPA's. Claver RHU and Claver BFP were then requested along the national highway of Ladgaron to provide immediate medical attention to the WIA personnel and other extracting team of SAF PRO13 who was still at the area of encounter. PNP Claver, 2ND PMFC, 30IB PA and SAF PRO13 conducted lockdown checkpoint at Purok 6, Brgy Ladgaron, Claver, SDN.
