SURIGAO DEL NORTE POLICE PROVINCIAL OFFICE

Drug Enforcement Unit (DEU) of Claver Municipal Police Station led by PCAPT AUDREY ROSE R RIVERO, OIC and personnel of 2nd SDN PMFC conducted buy-bust operation on February 13, 2020 around 11:44PM in Purok 7, Brgy. Ladgaron, Claver, Surigao del Norte which resulted in the arrest of RENATO GALOS ROMERO, a.k.a LIMBOY, 45 years old, married, employee of PGMC Mining Corporation, and a resident of Purok 4, Brgy.  Wangke, Claver, Surigao del Norte. The arrested person was previously arrested for Child Trafficking on 2017 and also implicated for another case of R.A. No. 9165 in Gigaquit, SDN sometime on 2011 but all were dismissed.

The arrested person was informed of his Constitutional Rights under the Miranda Doctrine and the Anti-Torture Law upon his arrest. The subject person did not surrender during the Project Tokhang and is considered Newly Identified Drug Personality.

Cases for violation of Section 5 and 11, Article II, of R.A. No. 9165 were being prepared for filing in court against the mentioned arrested suspect.

Apprehension of Persons for Violation of PD 1602 (Illegal Cockfighting)

SURIGAO DEL NORTE POLICE PROVINCIAL OFFICE

A call from a concerned citizen informing that there was an ongoing illegal cockfighting activity in Purok 9, Brgy. San Juan Surigao City on February 16, 2020 around 11:10AM. Acting on the said report, personnel from Theft and Robbery Unit of Surigao City Police Station led by PSMg Rodnie Guzman immediately proceeded to the aforesaid place. Thereat,  responding police officers caught in the act and apprehended two (2) suspects identified as BOBBY MERGULLAS TUDTUD, aka “BALOT”, male, married, laborer, and a resident of Purok 12, Brgy. San Juan Surigao City; and JELSON TUDTUD PACOMEOS, 26 years old, male, with live-in partner, merchandizer, and a resident of Purok 12, Brgy. San Juan Surigao City for violation of PD 1602 (Illegal Gambling). The arrested persons were informed of their rights under the Miranda Warning and Anti-Torture Act.

Confiscated from the suspects were two (2) red fighting cocks, two (2) gaffer knives, and one (1) five hundred peso bill as bet money.

Suspects and confiscated items were brought to Surigao City Police Station for proper disposition

Apprehension of Suspects for the crime of Alarms and Scandals, Resistance and Disobedience to an Agent of a Person in Authority

PSMS Warlito M Malaza, Jr, and PSSg Ernest Juanillo, duty alert of Surigao City Police Station brought the living bodies of Daril Cabañas Lasquete, 35 years old, married, foreman, and resident of San Jose, Poblacion, Dinagat Island; and Edward Lumampas Duducan, 35 years old, single, welder, and resident of Brgy. Cayawan, Malimono, SDN on February 14, 2020at 5:00PM for the crime of Alarms and Scandals/ Resistance and Disobedience to an Agent of a Person in Authority that happened on the same date at 4:45PM in Sitio Balibayon, Barangay Rizal, Surigao City.

As narrated by the aforesaid police officers that while they were performing their official duties, the duty desk officer of Surigao City Police Station informed them that a commotion  transpired at the abovementioned place upon the cellular phone call  from a concerned citizen. Acted upon receipt, they immediately proceeded to the said place and found out that suspects were under the influenced of liquor who were caught in the act yelling and doing scandalous act that caused alarm to the tranquility of the public.

During the course of the arrest, the said suspects were resisting and uncontrollable in nature. Suspect (Daril Cabañas Lasquete) blatantly and arrogantly ordered the police officers to go inside the house by slapping the shoulder of PSMS Malaza seemed belittling them and the other suspect (Edward Lumampas Duducan) tried to kick PMSgJuanillo, a brief struggle erupted between the police officers and the suspects but the suspects were subdued.

After apprising the suspects constitutional rights as construed in the Miranda Doctrine to the nature of their arrest to the language known to them and the Anti-Torture Act and subsequently brought to Surigao City Police Station for documentation and filing of case. Two criminal cases were being charged against the suspects for referral in City Prosecutor’s Office, Capitol Compound, Surigao City.

Apprehension of Suspects for the crime of Alarms and Scandals

PSSg Junelou G Cortes and PCpl Cedan Eric A Leyson, beat officers of Barnagay Taft, Surigao City brought the living bodies of Ricky Ortiz Niangga, 19 years old, single, baker, and resident of Nueva Extension, Brgy. Taft, Surigao City, and Comandante Daposala Tonera, 27 years old, with lived-in partner, baker, and resident of Purok Perlas, Nueva Extension, Brgy. Taft, Surigao City on February 14, 2020 at 11:45PM for the crime of Alarms and Scandals that transpired  near Fel Bakeshop, Navarro Street, Barangay Taft, Surigao City at 11:30PM.

As narrated by the aforesaid police officers that while they were performing their official duties as beat officers together with the elements of BPLK, a commotion erupted near Fel Bakery, Navarro Street, Barangay Taft, Surigao City. Immediately, they proceeded to the said place. Thereat, the aforesaid suspects were under the influenced of liquor who were caught in flagrante delicto having a fistfight with each other that caused alarming to the tranquility of the public.

After apprising the suspect’s constitutional rights as construed in the Miranda Doctrine to the nature of their arrest to the language known to them, and the Anti-Torture Act and was subsequently brought to Surigao City Police Station for documentation and filing of case. Aforesaid case is now being readied to the arrested suspects for referral in City Prosecutor’s Office, Capitol Compound, Surigao City.

Hacking Incident

A hacking incident has transpired in P-3, Brgy. Anislagan, Placer, Surigao del Norte on February 16, 2020 around 7:30PM victimizing Antonio Mayor Torcino (victim), male, Filipino, married, 60 years old, Farmer, and a resident of Purok 3, Brgy. Anislagan, Placer, Surigao del Norte which sustained wounds at the left hand (pointed and middle finger) perpetrated by Jake Ibay, 36 years old (suspect), male, Filipino, single, jobless, and a resident of Purok 2, Brgy. Anislagan, Placer, Surigao del Norte.

Initial investigation conducted at the place of incident disclosed prior to the incident, victim was on his way back home. When he reach at the suspect’s house outside, subsequently, suspect appeared and without any apparent reason victim criminally and feloniously hacked the victim using sharp bolo hitting once at the left hand point/index and middle finger . Victim has sustained physical injury and immediately brought to Surigao del Norte, Provincial Hospital in Brgy. Santa Cruz, Placer, Surigao del Norte for immediate medical treatment. Meanwhile, suspect was apprehended by the personnel of Placer Municipal Police Station.

The arrested person was informed of his constitutional rights under the Miranda Warning and Anti-Torture Act.

Fatal and Non-Fatal Stabbing Incident

A stabbing incident transpired in Purok-2, in front of Petron Gas Station, Brgy. San Juan, Surigao City on February 16, 2020 around 2:05 AM victimizing JORLITO ESCAÑAN ESCABAL, 28 years old, single, male, jobless, Dead on Arrival (DOA), sustained stabbed wounds on his chest, and his younger brother JOSEPH ESCAÑAN ESCABAL, 26 years old, male, single, jobless,  sustained stabbed wound on his left hand, and both residents of Purok-4, Brgy. San Juan, Surigao City.

Initial investigation disclosed that both victims together with other friends were having a drinking spree in Happy N Go store, located in Purok-2, Brgy. San Juan, Surigao City. However, while victims was onboard a motorcycle travelling towards to their respective home five (5) male unidentified suspects intentionally block their way particularly in-front of Fire station in aforementioned Barangay causing the victims got mad. Subsequently, when they already in home, they decided to go back to strike back the suspects. However, around 2:00AM, of the same date the victims and their three companions saw the suspects along Purok-2 in-front of Fire station that led to a commotion (ramble) ensued between them. Unfortunately, a brief chase ensued which resulted the victims stabbed by the aforementioned suspects hitting in different parts of their bodyand immediately fled to unknown direction. The victims were immediately brought to Caraga Regional hospital while suspects are still at large.

Traffic Accident

A traffic accident transpired in the intersection of Purok 1, Brgy.Antipolo, Del Carmen, Surigao del Norte on February 14, 2020 at 2:00PM, involving:

 Vehicle 1 (V1)-black/yellow Honda beat, bearing Plate No. 150104, Chassis No. MH18JF7878JK068625, Engine No. JF78E7068706, owned and driven by Mary Ann Meron Quijano, 42 years old, married, resident of Purok Sampagita, Poblacion 2, Burgos, Surigao del Norte, with professional Driver’s License No. Q0218000147.

Vehicle 2 (V2)-white utility vehicle Van Nissan, bearing Plate No. ZAA 8435, Chassis No.JN1TC2E26Z0052780, Engine No.YD25024394B, registered in the name of Rosemarie E. Solloso, Purok 8, Habitat, Canlanipa, Surigao del Norte driven by Earl Jun Espinosa Solloso, 29, married, driver, and a resident of Purok8, Habitat, Canlanipa, Surigao City with professional Driver License No. KO7-14-000392.

Initial Investigation revealed that V1 was running along the national highway from Brgy. Antipolo heading towards Dapa direction while V2 was running from Sayak airport heading towards General Luna direction, upon reaching the place of accident, V1 turned left to the intersection towards Dapa direction wherein V2 suddenly turned left  in the junction and  accidentally  bumped V1 hitting on the front wheel and fell down to the cemented road. Thus, due to the collision V1 was inserted under the left bumper of V2 that resulted damaged in front wheel while V2 slightly damaged at the left front bumper. The driver of V1 sustained injury on her left foot and right knee and was brought to Siargao District Hospital, Dapa, Surigao del Norte for immediate medical treatment. Both vehicles involved and the van driver are now in the custody of Del Carmen MPS for proper disposition.

Traffic Accident

A cellular phone call from Patrolman Tominez (09387693625) was received by the duty desk officer of Surigao City Police Station on February 14, 2020 at 8:13PM informing that a vehicular accident has transpired in KM9, National Highway, Brgy. Quezon, Surigao City at 8:00PM of the same date. Acted upon, personnel of Surigao City Police Station went immediately to the said place and found the involved to wit;

Vehicle1 (V1) - one unit black Yamaha Mio i Sporty, motorcycle, with temp. Plate No. 150105, CR No. 295088791, and OR No. 1598803242, registered to Teresita P Alipao, and was driven by Nikko Miguel Pacatang Alipao, 23 years old, male, single and a resident of Purok 1, Brgy. Aurora, Taganaan, Surigao del Norte. Onboard was John Carl Jane Gastardo Dumanacal, 22 years old, male, single, and a resident of Brgy. Azucena, Taganaan, Surigao del Norte.

Vehicle2 (V2) - one unit red/white Honda CFT125MSJ, motorcycle, with temp. Plate No. 150101,CR No. 310728611, OR No. 1434133724, owned and was driven by Glendon Eliang Teorima (believed to be under the influence of liquor), 26 years old, male, with live-in partner, and a resident of Purok Green Leaves, Campo, Bacuag, Surigao del Norte, presented his PDL No. L09-18-005063.

Initial investigation revealed that V1 was travelling National Highway from City proper area heading towards Taganaan, Surigao del Norte direction and upon reaching the place of accident, the driver of V1 noticed that another vehicle from the opposite direction was slowing down and giving way to the passing pedestrian, thereafter, V2 which was travelling next to the other vehicle, swerved to the left, purposely to evade the said vehicle (encroaching the opposite lane) and accidentally bumped V1. Due to the collision, both vehicles fell on the road, drivers and passenger of V1 sustained injuries in different parts of their bodies and were brought to Caraga Regional Hospital but later the driver of V2 was declared out-patient by the attending Physician. Driver of V2 and both vehicles were brought to Surigao City Police Station for further investigation and proper disposition.
