PRESS RELEASE – February 25, 2020 Campaign Against Illegal Logging

One of Barangay Information Network (BIN) came to San Isidro Municipal Police Station and informed that there were illegally sawn assorted lumbers locally known as “Lanipao and Bangkal“ being kept in the resort under construction beside Bamboo Resort located in P1, Brgy. Pacifico, San Isidro, Surigao del Norte on February 24, 2020 at about 1:30 PM.

Immediately, personnel of San Isidro MPS led by PLT NILO S DELA CALZADA, OIC in coordination with DENR Dapa led by Forest Ranger Noel L Pedisani proceeded to the area. The foreman of the under constructed resort was asked to present legal documents of the sawn lumbers however the same failed to present that resulted in the confiscation of the illegal sawn lumbers.

During the investigation, the foreman admittedly that the illegal sawn lumbers was owned by a certain Rosabella Luna Jolley (owner of the under constructed resort), 36 years old, Filipino, married, lawn tennis instructor and a resident of Hongkong, China. The alleged owner was not around during the said operation.

The sawn lumber has an estimated total of 173.72 board feet with an market value of Eight Thousand Six Hundred Sixty Six Pesos (Php 8,666.00) and were brought to San Isidro MPS for subsequently turned-over to DENR Dapa for proper disposition.

Apprehension for Violation of R.A. No. 9516

On February 24, 2020 around 5:00PM in Purok 1, Brgy. Sico-sico, Gigaquit, Surigao del Norte, composite team of Bravo Coy, 30IB PA led by Sgt. Jelson J Sadjail (Inf) PA, 2nd SDNPMFC led by PSSg Arneson M Guiritan, 1302nd MC, RMFB13 led by PCPT RUSSEL V SUYO and Gigaquit MPS led by PSMS Johnny S Amarille arrested one Joselyn Fortuna Curiba alias Lanie/Mel/Annie, 42 years old, married, Finance Officer of GF16B and a resident of Purok 4 Brgy. Babag, Butuan City for violation of R.A.No. 9516 “Illegal/Unlawful Possession, Manufacture, Dealing In, Acquisition Or Disposition of Firearms, Ammunition or Explosives”

Initial investigation conducted disclosed that while government troops were conducting joint checkpoint operation in Purok 1, Brgy. Sico-sico, Gigaquit, SDN received an information that a certain alias Lanie/Mel/Annie (NPA member) on board a habal-habal motorcycle heading towards Brgy. Camam-onan, Gigaquit, Surigao del Norte. The troops was able to flagged down the target and has been positively identified through suspected NPA Rogue Gallery with standing Warrant of Arrest for the crime of Kidnapping and Serious Illegal Detention under Criminal Case No. 6527 issued by Acting Presiding Judge Fernando R Fudalan, Jr., 10th Judicial Region, RTC Branch 7, Bayugan City, Agusan del Sur dated January 30, 2020 with no bail recommended.

The arrested person was informed of her Constitutional Rights under the Miranda Doctrine and the Anti-Torture Law.

Confiscated from the possession of the suspect were:

  1. One black belt bag containing;

a1. One Improvised explosive Device (IED);

a2. Twelve meters electrical wire (Red/Black);

a3. One set double battery;

a4. 3.5 meters of electrical blasting cap;

2. Eight meters of hammock rope;

3. Two pairs of black socks;

4. Two sets of taffeta (brown and maroon); and

5. One upper PNP Combat Shirt.

The arrested person and confiscated pieces of evidence are now under the custody of Gigaquit Municipal Police Station for proper disposition.

Arrest of Wanted Person

On February 24, 2020 around 10:10AM, in Capitol Compound, Brgy Washington, Surigao City, personnel of Surigao City Police Station Subpoena/Warrant Section led by PCMS Jan Andro E. Cagas arrested one Joey Moreno Sancho, male, 23 years old, single, Filipino, jobless, a resident of Purok-1, Brgy.Talisay, Surigao City, by virtue of Warrant of Arrest for Rape docketed under Criminal Case No. 14591 dated December 11, 2019 issued by Hon. Jacqueline J. Ongpauco-Cortel, Presiding Judge of RTC, Branch 29 Surigao City with No Bail Recommended.

The arresting Police Officers duly presented the aforesaid Warrant of Arrest and informed his constitutional Rights under the Miranda Doctrine and Anti-Torture Law. Subject accused is presently under the custody of Surigao City Police Station for documentation and proper disposition from the issuing court.

Apprehension of Suspect for Indiscriminate Firing and violation to RA No.10591

On February 23, 2020 around 6:30PM, duty desk officer of Malimono Municipal Police Station received a cellular phone call from a concerned citizen that an Indiscriminate Firing transpired in P-5, Brgy. Masgad, Malimono, Surigao del Norte.

Personnel of Malimono MPS immediately proceeded in the aforesaid place and upon arrival thereat, they saw the suspect standing the provincial road of P5, Masgad, Malimono Surigao del Norte who was believed to be under the influence of intoxicating liquor. Later, identified as Arnel Ocba Bernadez , 38 years old, single, jobless, former rebel returnee and a resident of Purok 6, Brgy. Masgad, Malimono, Surigao del Norte. The responding personnel were able to arrest the suspect and then informed of his rights under Miranda Warning and Anti-Torture Act during the arrest.

Investigation revealed that suspect was under influence of intoxicating liquor and got trouble against his brother namely Armando Ocba Bernadez. The suspect pointed his gun to his brother and later fired his firearm twice to the air. Fortunately, Armando was able to grab the suspect’s firearm and threw it to Censio Ligad and later turned it over to the responding police officers.

Recovered from the suspect one (1) pistol cal 45 “Para Ordnance with SN; 781365, one (1) empty magazine, and two (2) fired cartridges of cal 45. Arrested Suspect and recovered firearm were brought to Malimono MPS for proper disposition.

Apprehension of Person for Resistance and Disobedience in Agent of Person in Authority

Personnel of Del Carmen MPS led by PCAPT FLORENCE P PACLEB, Officer In-Charge, conducted checkpoint operation on February 24, 2020 at about 5:00 PM, along National Highway, Brgy. Lobogon, Del Carmen, Surigao del Norte implementing Municipal Ordinance of Traffic Laws and Regulation that resulted in the apprehension of one Alan Dernales De Asis, 51 years old, male, married, construction worker and resident of Purok 4, Brgy. Jamoyaon, Del Carmen, Surigao del Norte.

Initial investigation revealed that personnel of Del Carmen MPS conducted checkpoint in the abovementioned place and the suspect driving his Black Motoposh Pinoy 125 motorcycle without plate number from Brgy. Tuboran heading towards Del Carmen direction. That upon reaching the checkpoint, he was flagged-down for driving without helmet. The said driver instead of stopping, speed up and attempted to bump PCPT FLORENCE PACLEB, thus, a hot pursuit was conducted that eventually led to the arrest of the above said suspect in the vicinity of Barangay Esperanza, Del Carmen, Surigao del Norte. Suspect was apprised of the cause of his arrest and his constitutional rights and Anti-torture Act and then brought to Del Carmen MPS for documentation.

Campaign Against Illegal Fishing

Personnel of Socorro MPS led by PMSg John Rey J Jabay together with the personnel of 1303rd led by PSMS Oliver V Espinosa conducted Joint Seaborne Patrol Operation within the Municipal Seawaters of Bucas Grande Island,  Barangay Salog, Socorro, Surigao del Norte on February 25, 2020 around 3:30AM, that resulted in the arrest of suspects caught in the act engaging illegal fishing activity using compressor locally known as “Boso” identified as; Ronald Morial y Besas 47years old, male, Filipino, married, fisherman; Elvenito Morial y Besas 55 years old, male, Filipino, married, fisherman all residents in Brgy. Salog, Socorro, Surigao del Norte.

Confiscated from the suspect were the following:

  1. One unit Red Unmarked Motorbanca with 16HP Cooler engine;
  2. One set green plastic hose;
  3. One compressor; and
  4. One improvised compressor tank.

The arrested suspects were informed of their constitutional rights under Miranda Doctrine in the language known and understood by them including Anti-Torture Law.

Suspects and confiscated items were brought to Socorro Maritime Monitoring Post, 1303rd MARPSTA, Brgy. Pamoisaingan, Socorro, Surigao del Norte for proper disposition. Appropriate charge has been prepared for proper sanction by virtue of Ordinance.
