PRESS RELEASE – March 16, 2020 Campaign Against Illegal Logging

A reliable informant from Barangay Malinao, Tubajon, Dinagat Islands, informed the Officer In-charge of Dapa Municipal Police Station on March 14, 2020 at around 9:00PM, that there were three(3) motorized banca loaded with hardwood sawn lumbers heading towards the sea water of Dapa.

Relative thereto, personnel of Dapa Municipal Police Station likewise led by PCPT JAY N ZAMORA, OIC, together with the personnel also of 3rd Maneuver Platoon, 1st SDN Provincial Mobile Force Company(PMFC), then waited the subjects at the sea water of Barangay Cambas-ac, Dapa, Surigao del Norte.

On March 15, 2020 around 3:00AM, the three motorized banca were intercepted with confirmed loads of sawn hardwoods. When the operators and crews were asked about their paper for the sawn lumbers, they failed to present the same resulting to their arrests and seizure of the evidence.

However, during apprehensions, one of the operators managed to escape with his crews which was forthwith chase and subdued. On the other hand, all others were also arrested duly informed of their constitutional rights under Miranda Doctrine in the language known and understood by them.

The arrested suspects were identified as (from Boat – 1) Eusticio Manatad Daorio, 57 years old, male, Filipino, married, fisherman; Rodolfo Leora Noguerra, 66 years old, male, Filipino, married, fisherman; Art Aboriso Noguerra, 33 years old, male, Filipino, married, fisherman; all residents of Barangay Boa, Cagdianao, Dinagat Islands, (from Boat – 2) Melvin Lino Pelominos, 39 years old, male, Filipino, married, fisherman; Pampilo Reviral Mahinay Jr., 32 years old, male, Filipino, married, fisherman; Richard Paqireng Petallo, 39 years old, male, Filipino, married, fisherman, all residents of Barangay Legaspi, Cagdianao, Dinagat Islands, (from Boat – 3 who tried to escape) James Mahinay Monte, 22 years old, male, Filipino, single, jobless; Jerome Lacaba Olarte, 23 years old, male, Filipino, single, jobless; Alwen Lariba Taub, 21 years old, male, Filipino, single, jobless; Warry Deloso Bag-ao, 24 years old, male, Filipino, single, jobless and Sedro Delantar Larida, 25 years old, male, Filipino, single, all residents of Barangay Malinao, Dinagat Islands.

Seized from their possession and control were: (Boat – 1) sawn hardwood lumber in different dimensions initially scaled to be more or less four hundred (400) board feet with estimated value of Php 32,000.00, as well as the banca, (Boat – 2) sawn hardwood lumber in different dimensions initially scaled to be more or less two hundred (200) board feet with estimated value of Php16,000.00, as well as the banca, (Boat – 3) sawn hardwood lumber in different dimensions initially scaled to be more or less five hundred (500) board feet with estimated value of Php 40,000.00, as well as the banca.

The arrested suspects and seized evidences were held in custody of Dapa Municipal Police Station for subsequent turn-over to the Office of the MENRO, Dapa, Surigao del Norte.

Report on Robbery Incident

One John Pearl Azarcon Manungas, 29 years old, filipino, male, married, businessman, and resident of Purok-1, Brgy Banbanon, San Francisco, Surigao del Norte reported to San Francisco Municipal Police Station on March 15, 2020 at about 6:50AM, that his store was robbed by unidentified culprit/s. Upon receipt of the said report, elements of San Francisco Municipal Police Station immediately proceeded to the said incident and conducted ocular investigation.

Initial investigation revealed that the incident was transpired around 12:00AM to 1:00AM wherein the culprit/s destroyed the lock of the small window of their store which made of bar grills and used as an entry/exit point then carted cash money amounting to more or less Two Hundred Pesos (P200.00) and assorted goods with an estimated amount of less than Four Thousand Pesos (P4, 000.00).

Personnel of San Francisco Municipal Police Station still conducting follow-up investigation for the identification and apprehension of the culprit/s.

Campaign Against Illegal Gambling

Barangay Intelligence Network of Osmeña, Dapa, Surigao del Norte informing that there was an illegal cockfighting taking place near the cemetery of said place that needed immediate police action on March 15, 2020 around 12:00PM.

Subsequently, personnel of Dapa Municipal Police Station led by PCPT JAY N ZAMORA, OIC Dapa Municipal Police Station proceeded at Barangay Osmeña to verify the said information. Upon arrival in the area, said report was confirmed by the ongoing cockfight surrounded by many people. The responding police officers in plain clothes then rushed to the participants of the cockfight to effect arrest. However, they noticed the approaching police officers resulting them to scatter and evade.

There were five participants of the cockfight that were apprehended during the chase identified as Hanie Escatron Salvaloza, a.k.a Hanie, 42 years old, male, Filipino, married, laborer, resident of Purok 3, Barangay Datu, Pilar, Surigao del Norte, Alfred Porta Melindo, a.k.a Fred, 65 years old, male, Filipino, widower, Ronjie Itaas Plazarras, a.k.a Ronjie, 21 years old, male, Filipino, single, jobless, Procoro Pomoy Domiños, a.k.a Tolok, 65 years old, male, Filipino, widower, farmer, and Allan Formilles Porpayas, a.k.a Alan, 49 years old, male, Filipino, married, farmer, residents of Barangay Osmeña, Dapa, who were all informed of their constitutional rights under Miranda Doctrine in the language known and understood by them.

Seized from the possession and control of Mr. Hanie was the bet money amounting to Php 500.00 in different denominations. Two fighting cocks also were seized inside the improvised arena with gaffs which were left by the fleeing suspects.

The arrested suspects and seized evidences were then brought in Dapa Municipal Police Station for custody. Moreover, a case for violation of PD no. 449 is being prepared for filing against the above-said suspects.

Apprehension of Suspect for Violation of PD 1602 in relation with Executive Order No. 23 Series of 2020

Surigao City Police Station Intelligence and Thief and Robbery Unit Section jointly conducted operation on Anti-Illegal Gambling (Mahjong) on March 15, 2020 at around 2:30 PM, under the close supervision of PLTCOL CHRISTIAN L RAFOLS II, Chief of Police in Purok-Orchids, Kaskag Village, Brgy. Washington, Surigao City for Violation of Violation of   PD 1602 in relation with Executive Order No. 23 Series of 2020 (An Order for The Prohibition of Any and All Mass Gatherings And Activities in the City and the Cancellation and Revocation Of all Permits Issued Involving Mass Gathering of Crowd) that resulted in the arrest of the following suspects;

  1. Constantine Roxas Sitoy, 48 years old, married, self-employed, and resident of Purok-Orchids, Kaskag Village, Brgy. Washington, Surigao City.
  2. Nicanor Romero Ignalig, 58 years old, married, self-employed and resident of Purok-4, Brgy. San Juan, Surigao City.
  3. Marian Calupe Lopez, 43 years old, married, self-employed and resident of Purok-4, Brgy. San Juan, Surigao City.
  4. Jonathan Rivas Ticmon, 41 years old, married, self-employed and resident of Purok-Palmera, Brgy. Washington, Surigao City.
  5. Alberto Remegios Angob, 63 years old, married, self-employed and resident of Purok-Orchids, Sampaguita St, Brgy. Washington, Surigao City.
  6. Virgilio Baguinao Arguelles, 61 years old, married, self-employed and resident of Purok-5, Nueva Extension, Brgy. Taft, Surigao City.
  7. Restituto Fortuna Petilos, Jr. 50 years old, married, self-employed, and resident of Purok-10, Brgy. San Juan, Surigao City.
  8. Alberto Baela y Angob, Jr. (at-large), of legal age, married, self-employee, and resident of Kaskag Village, Brgy. Washington, Surigao City.

This operation was in consonance with the marching order of President Rodrigo Duterte issued under Proclamation order number 922 which declared a State of Public Health Emergency throughout the Entire Philippines.

The arrest was in plain view and confiscated from the suspects possession and control Table 01 one set of mahjong paraphernalia and bet money amounting to P420.00 in different denomination and Table 02 one set of mahjong paraphernalia   and bet money P345.00 in different denominations.

After apprising the suspects Constitutional Rights as construed in the Miranda Doctrine and the nature of their arrest to the language known to them and the Anti-Torture Act, the same were brought to Surigao City Police Station for documentation and for filing of case.
