PRESS RELEASE – March 18, 2020 – Traffic Accident

On March 17, 2020 around 2:00PM, a cellular phone call from Barangay Captain Nelson T De Pedro of Brgy. Pongtud, Alegria, Surigao del Norte was received by the duty desk officer  of Alegria MPS informing that a traffic accident has transpired in National Highway, Purok 1, Brgy. Pongtud, Alegria, SDN at about 2:00PM of same date involving following to wit;

Vehicle 1 (V1) – Dark blue KIA RIO DX, with plate no. ZAA 6166, driven by DOMINADOR CORTES GUPIT, 58 years old and a resident of 02843 P- Reyes st. Brgy Taft, Surigao City, SDN,  with Prof. License No. K07-90-006494. Onboard ERLYN LAPUT GUPIT, 56 years old, married, housewife and a resident of same place above.

Vehicle 2 (V2) – Blue multicab plate no. JDV 713, driven by BERNADE SALAR MANTILLA, legal age, and a resident of P- Kamai, Brgy. Magsaysay, Mainit, SDN.

Initial investigation revealed that V1 was traveling from Butuan City bound to Surigao City boarded by one passenger while V2 was parked at the left side of the road (heading Brgy Magpayang, Mainit, SDN). Upon reaching the place of incident accordingly, V2 suddenly made a U-turn. Due to the nearness of the distance V2 was accidentally bumped by V1. Both vehicles incurred undetermined amount of damage. Driver of V2 sustained injuries in his body and rushed to St. Paul Hospital Surigao City while driver of V1 and passenger were luckily unharmed.

Both vehicles were brought to Alegria MPS for further investigation and proper disposition.

Report on Traffic Accident

On March 17, 2020 around 5:36AM, personnel from Department of Agriculture made phone call to Alegria MPS notifying that a traffic accident transpired at the Animal Quarantine Checkpoint, Alegria-Kitcharao Boundary, National Highway in Purok-1, Barangay Gamuton, Alegria, Surigao del Norte at about 4:30AM of the same date, that needs for an immediate police assistance. Acted upon receipt, personnel of Alegria MPS then proceeded to the reported place and found the report affirmative. Involved vehicles were seen in their respective final resting position and subsequently documented. Involved vehicles have the following descriptions to wit:

            Vehicle 1 (V1) – Yellow/White Kinglong Truck Bus, Plate No. 8424, registered under Bachelor Express Inc. Butuan City, driven by DENNIS AÑO PAYOT, 35 years old, married, driver, and a resident of Purok-3, Barangay Cabinet, Cabadbaran, Agusan del Norte with Professional Driver’s License No. K01-06-002794.

Vehicle 2 (V2) – Blue Isuzu Truck (Double Decker Cargo), Plate No. NCR 4287, registered under Decker Cargo Logistics Corp. Rm 405 STG Bldg 75 Timog Avenue, Quezon City, driven by DANTE LOMONSOD EDPALINA, 46 years old, with live-in partner, driver, and a resident of Barangay Complex, GB Compound, Sta. Rosa, Laguna holder of Professional driver’s License No. DO4-02-177404.

Initial investigation revealed that V1 was traveling from Surigao City bound to Cagayan de Oro City boarded by 23 passengers, while V2 was also traveling in opposite direction from Davao City heading towards Laguna City. Upon reaching the place of incident, accordingly, V2 who was running in alleged acceleration suddenly hurdled and bumped/hit the road barricade of animal quarantine checkpoint, thus, encroached the other side of the lane and subsequently collided with V1. As a result, both vehicles as well as the road barricade owned by the Department of Agriculture of Municipality of Alegria, Surigao del Norte incurred undetermined amount of damage. Drivers and passengers were luckily unharmed.

Both drivers are now under custody of Alegria MPS for proper disposition, however, the involved vehicles are still at the place of incident.

Report on Illegal Fishing

On March 17, 2020 about 4:00AM, personnel of Sta. Monica Municipal Police Station led by PLT JUAN T BELARMINO, OIC, conducted seaborne patrol against illegal fishers within the seawater of the municipality. During the Patrolling, one (1) Motor Banca with four (4) fishermen were spotted and caught in the act engaging illegal fishing activity with the used of active gear locally known as “BUSO”.

Therefore, the team leader announced himself as a police officer that they are under arrest and informed them of their constitutional rights under the Miranda Warning and Anti-Torture Act.

Subsequently, while heading towards Sta. Monica Port, upon reaching in the vicinity of Brgy. Tangbo, the said pump boat was accidentally capsized and broken due to the big waves. The team exerted effort to help the suspects but two (2) of the fishermen escaped by swimming in unknown direction.

The suspects were identified as follows;

  1. Rudy Dantis Guma, (operator), 40 years old, male, with live-in-partner, resident of Brgy. Sering, Socorro, SDN. (Arrested)
  2. Jovanie Consigna Japus, 27 years old, male, with live-in-partner, resident of Brgy. Sering, Socorro, SDN. (Arrested)
  3.  Brael Justol aka Bunjot, legal age, male, resident of Brgy. Sering, Socorro, SDN. (At large)
  4. Jhon Guma aka Tuyot, legal age, male, resident of Brgy. Sering, Socorro, SDN. (At large)

Recovered fishing paraphernalia were: 10 meters hose, one (1) units pump boat color black was broken, one (1) set air compressor, one (1) engine brand king eagles 16hp.

Suspects and recovered fishing paraphernalia were brought to Sta. Monica, Municipal Police Station for proper disposition.

Report on Apprehension of Wanted Person

On March 17, 2020 around 11:30AM, in Purok 4, Brgy. Anislagan, Placer, Surigao del Norte, PNP personnel of Placer MPS conducted operation that resulted in the arrest of AGA ORMEGA, 28 years old, single, jobless and a resident of Purok 4 Brgy. Anislagan, Placer, Surigao del Norte by virtue of Warrant of Arrest dated March 21, 2018 issued by Acting Presiding Judge Hon. CATALINA SHINETA M. TARE-PALACIO of 10th Judicial Region, Branch 32, Dinagat Islands. Accused was informed of his rights under Miranda Warning and Anti-Torture Act during the arrest.

The arrested person is wanted for Frustrated Homicide under Criminal Case Number 13665 with recommended bail bond of Twenty four Thousand Pesos (P24,000.00). Said wanted person is Top No. 9 Most Wanted Person (Manhunt Charlie). Subject is now in the custody of Placer MPS for proper disposition.

Report on Apprehension of Wanted Person

On March 17, 2020 at about 2:40 PM, a joint operation of personnel Del Carmen MPS led by SPO3 Arnold F Salili, Intel PNCO and 1301st MARPSTA Dapa monitoring post led PSSg Rene V Ozaraga, apprehended ISRAEL AGUSTIN DULGUIME, 30 years old, single, fisherman and a resident of Sitio Sugba, Brgy. Caub, Del Carmen, Surigao Del Norte, which took place at the aforesaid placed by virtue of Warrant of Arrest under Criminal Case no. 2018-09 for the crime Violation of section 93 of RA 10654 (Fisheries Code) issued by Hon. SHERYL JANE C. ZAMBRANO, Presiding Judge of MCTC- Del Carmen, Surigao del Norte dated March 08, 2018 with recommended bail bond fixed in the amount PHP4,000.00 pesos.

The arrested accused was forthwith informed of his Constitutional Rights under Miranda Doctrine in the language known and understood by him.  Subsequent to his apprehension, he was brought to this station for proper disposition and documentation.
