PRESS RELEASE – March 23, 2020 Apprehension of Local and Foreign Nationals Having Social Gathering

A concerned citizen called General Luna Municipal Police Station on March 21, 2020 around 12:45AM, informing that there was a group of young people having a social gathering in the Happiness Hostile situated in Tourism road Brgy. Catangnan, General Luna, Surigao Del Norte involving Filipino and foreign nationals identified as follows:

  2. CAIZ JENY ROSE, 24 years old, female, single, a resident of Davao City;
  3. JASMIN SAN JUAN, 25 years old, female, single,
  4. BRIAN C GULTIANO, 25 years old, a resident of Davao City;
  5. CHARLENE GUILLARME, 30 years old, female, single, from Switzerland;
  6. CELINE RHINER, 22 years old, female, single, from Switzerland,
  7. EVA SAFFER, 21 years old, female, Single, from France,
  8. AMBRE LILAINE SAFFAR, 20 years old, female, single, from France,
  9. KEVIN BOLLIELLE, 26 years old, male, single, from France,
  10. CAROLINE MELAVI FITUS, 26 years old, female, single, from Germany,
  11. JOSHUA LEMAY,28 years old, male, single, from England,
  12. MATHEW WALKER, 22 years old, single, from England,
  13. JEIN ROSE AYAG CAÑA, female, 23 years old, single, Filipino, Kidapawan,
  14. BOURSAN LEO, 20 years old, single, from France.
  15. LUCA JULIA VOLLENBROROCH, 22 years old, female, single, from Netherland,
  16. DAVIN JOE BACULFO, 30 years old, single, Filipino, resident of Brgy. Catangnan, General Luna, Surigao Del Norte and all are temporarily residing in Happiness Hostile, Brgy. Catangnan, General Luna, Surigao Del Norte.

A Case is now being prepared by General Luna Municipal Police Station for violation of Executive order no. 4, Violation of Quarantine act of 2004.

Report on Campaign against Illegal Gambling

A call from a concerned citizen was received by the duty desk officer on March 22, 2020 around 5:40PM, informing that there was an illegal cockfighting activity in Brgy. 12, Poblacion, Dapa, Surigao del Norte.

Subsequently, personnel of Dapa Municipal Police Station led by PCPT JAY N ZAMORA, OIC Dapa Municipal Police Station proceeded in the said place to verify the said information. Upon arrival in the area, said report was confirmed and there was an on-going cockfight surrounded by many people. However, they noticed the approaching police officers resulting them to scatter and evade from the area.

There were two participants of the cockfight who were apprehended identified as Joseph Goston Uy, 46 years old, male, married, laborer and resident of Brgy 13, Poblacion, Dapa, Surigao del Norte who was then holding a wounded red rooster (Pula) with gaff and certain Andres Tesado Salgado, 61 years old, male, married, motorcad driver, bettor and resident of Brgy. 13, Poblacion, Dapa, Surigao del Norte, The two suspects were all informed of their constitutional rights under Miranda Doctrine in the language known and understood by them.

Confiscated from the possession of suspects were one (1) wounded live fighting cock with gaff and bet money in different denominations amounting to five hundred pesos (Php.500.00).

The arrested suspects and confiscated evidences were then brought to Dapa MPS for proper disposition.

Arrest of Suspect for Violation of Art. 151 (Disobedience to an Agent of a Person in Authority) of Revised Penal Code

One Lerma Coniato Taro, 55 years old, female, married, Filipino, Barangay Captain together with Junela Gonzales Javier, 38 years old, female, married, Filipino, Barangay Nutritional Scholar, both residents of Purok 1, Barangay Nueva Estrella, Socorro, Surigao del Norte and Gerlita Taripe Rosillo,59 years old, female, married, Filipino, Barangay Health Worker, a resident of Purok 3, Barangay Nueva Estrella, Socorro, SDN, reported and informed Socorro Municipal Police Station on March 22, 2020 around 4:30PM that allegedly on March 22, 2020 around 9:30AM, a certain Larry Elandag Sutana, 49 years old, male, married, farmer, a resident of Barangay Songkoy, Socorro, Surigao del Norte failed to stop the Quarantine Checkpoint conducted by them or personnel of Barangay Taskforce COVID-19 during the implementation of Municipal Executive Order No. 34-B “Declaring a General Community Quarantine” in Purok 1, Barangay Nueva Estrella, Socorro, Surigao del Norte.

Initial investigation conducted disclosed that the aforesaid person did not stop when they called for checkpoint while driving his undetermined motorcycle and upon his returned, they advised to write his name on the logbook and not to disregard their Quarantine Checkpoint in order to monitor every person if their travels are valid by checking quarantine pass and to avoid penalties or else punished to imprisonment in order to abate the possible outbreak of COVID-19. However, the aforesaid suspect was got angry while uttering words that he was not afraid being imprisoned again and insisted to pass the said checkpoint.

The PNP personnel of Socorro Municipal Police Station conducted hot pursuit operation that resulted in the arrest of aforesaid suspect for Violation of Article 151 (Disobedience to an Agent of a Person in Authority) of Revised Penal Code around 5:35PM of March 22, 2020 in Barangay Songkoy, Socorro, Surigao del Norte and brought to the said Police Station for documentation and proper disposition of the case while appropriate charges are being prepared for filing of the case.

The arrested suspect was informed of his constitutional rights under Miranda Doctrine in the language known and understood by him including Anti-Torture Law.

Arrest of Suspect for Alarms and Scandals and Grave Threats

The Barangay Tanods of Barangay San Juan, Alegria, Surigao Del Norte, brought Jaime Odjoy Pelago, 50 years old, Filipino, male, single, jobless, a resident of Purok-3,  Barangay San Juan, Alegria, Surigao Del Norte on March 23, 2020 around 1:45AM, to Alegria MPS upon the complaint of Leonora Castrodes Hermosora, 42 years old, Filipino, female, with live-in partner, unemployed, resident of Purok 1, Barangay San Juan, Alegria, Surigao Del Norte for Alarms and Scandals and Grave Threats that transpired around 1:30AM of the same date in Purok 3, Barangay San Juan, Alegria, Surigao del Norte.

Initial investigation conducted to the victim that on aforesaid time, date and place of occurrence, they were awakend when the aforesaid suspect berserk outside their house that was believed to be under the influence of liquor and armed with a bladed weapon locally known as “sundang” and repeatedly shouting and challenging anybody for a fight. Further, the suspect was pacified by the victim but she was threatened to kill by the suspect saying “PATYON TEKA” that caused her quivering for fear.  Consequently, the suspect was arrested by abovementioned duty tanods along with the confiscated bladed weapon measuring to 2.4 meters from handle to tip from the suspect possession and control and subsequently turned-over to Alegria MPS for proper disposition.
