Press Release – June 11, 2020 Campaign Against Illegal Logging

A concerned citizen informed General Luna Municipal Police Station on June 10, 2020 at around 4:30AM, that alleged illegal transport of cut lumbers were onboard a green Isuzu Elf truck, heading towards General Luna, Surigao del Norte. Immediately upon receipt of the report, personnel of General Luna MPS led by PCPT WISE VICENTE B. PANUEOLOS, COP, initiated checkpoint in Barangay Consuelo, General Luna, Surigao del Norte for possible apprehension of the suspects.

Personnel of General Luna MPS were able to hold color green Izusu Elf with plate number KBR-797 loaded with sawn lumbers in different sizes known as “Mahogany” specie with estimated volume of more or less One Thousand Three Hundred board feet and has estimated market value of Fifty Eight Thousand Five Hundred pesos (Php 58,500.00) in National road in Barangay Consuelo, General Luna, Surigao del Norte.  Suspects onboard with the above mentioned vehicle and identified later as Jorge Gonzales Obligado, 45 years old, married, a farmer. Reysan Dela Rosa Vargas, 33 years old, married, a farmer. Cesar Cordita Porpayas, 22 years old, married, a farmer. Olimpio Ravelo Liscano, 46 years old, single, a farmer and Charito Cordita Porpayas, 36 years old, married, a farmer all residents of Barangay Tuburan, Del Carmen, Surigao del Norte. Suspects duly informed their Constitutional Rights under Miranda Doctrine and Anti-Torture Law in language known and understood by them and brought to General Luna MPS proper disposition.

 

The suspects, confiscated lumber and the vehicle are now in the custody of General Luna MPS are subject to be turned over to DENR Dapa, Field Office for proper disposition.

Press Release – June 11, 2020 Report on Apprehension of Suspects for Disobedience to an Agent of Person in Authority in relation with the Implementation of EO-37 (Mandatory Home Quarantine), Unjust Vexation, Obstruction of Justice and RA 11332

On June 10, 2020 at about 6:15 PM, PSSg BemboBetronio Besas and Pat. Christopher Fuertes Cortel, Station-Alert of Surigao City Police Station brought the arrested suspect named Ricardo Cabasan Odtohan Jr., male, 52 years old, Retired Army, married and resident of Purok-2 Brgy. Cabongbongan, Surigao City and Ricardo Cabasan Odtohan III, 23 years old, male, single, member of CAFGU and resident of Purok-2 Brgy. Cabongbongan, Surigao City for Violation of   Article 151 (Disobedience to an Agent of a Person in Authority of the RPC) in relation with the Implementation of Executive Order No. 37 Series of 2020 (Mandatory Home Quarantine), Unjust Vexation, Obstruction of Justice and RA 11332 that happened around 5:45 PM of June 10, 2020 in Purok 3, Barangay Canlanipa, Surigao City.

Investigation revealed that the said patrol officers were conducting patrolling operation at the aforesaid place noticed the incoming motorcycle who was in zigzag manner and nearly even bump the bystanders and the police officers. The said person was later identified as Ricardo Cabasan Odtohan Jr., male, 52 years old, Retired Army, married and resident of Purok-2 Brgy. Cabongbongan, Surigao City and believed to be under influenced of liquor. The police officers religiously ask for his driver license and Quarantine Identification but he failed to present and even uttered addressed to the police officers “Gobyerno ako!” meaning he claimed to be a member of the armed forces and even uttered some invective words “Ka hambugero nijo na mga pulis!! Jawa kamo kasuhan ko kamo sa Ombudsman!” On that instance, another person arrived later identified as Ricardo Cabasan Odtohan III, 23 years old, male, single, member of CAFGU and resident of Purok-2 Brgy. Cabongbongan, Surigao City who believed to be under influence of liquor kept on hinder and obstruct the arrest of the former and even uttered “Jawa CAFGU ako uman tagdakop man nijo ako papa! Mga jawa kamo pa nga hambogero nijo na pulis!! Pakasohan ta kamo mga jawa kamo!  that resulted to their immediate apprehension.

After apprising the suspects Constitutional Rights as construed in the Miranda Doctrine and the nature of their arrest to the language known to him and the Anti Torture Act, the same were brought to Surigao City Police Station for documentation and for filing of case.

Press Release – June 11, 2020 Apprehension of Suspects for Resistance and Disobedience to an Agent of Person in Authority in relation with the Implementation of EO-37 (Mandatory Home Quarantine) Alarms and Scandals and RA 11332

On June 10, 2020 at about 6:30 PM, PSSg Mark Vincent Ballori Dayondon and PSSg Jonathan Tamparong Rubillos, Station-Beat Patrol Officer in Surigao City Public Market, Surigao City brought the arrested suspect named Esmael Arana Mantuas, 28 years, single, jobless, and resident of Borromeo Street, Surigao City. for Violation of   Article 151 (Resistance and Disobedience to an Agent of a Person in Authority of the RPC) in relation with the Implementation of Executive Order No. 37 Series of 2020 (Mandatory Home Quarantine), Alarms and Scandals and RA 11332 that happened around 6:20 PM of June 10, 2020 in Diez Street, in front of Surigao City Public Market, Surigao City.

Investigation revealed that the said patrol officers were conducting patrolling operation at the aforesaid place alarmed when they witnessed the aforesaid suspect punched the passing person while riding his bicycle that stumbled on the street. However, the victim left the scene due to his fear. But still, the suspect who was believed to be under influenced of liquor, doing his scandalous act seemingly looking for trouble that cause quite alarming to the tranquility of the public. When he was about to arrest, the same resisted by pushing the responding police officers and tried to circumvent from the arrest. Fortunately, he was then subdued.

 

After apprising the suspects Constitutional Rights as construed in the Miranda Doctrine and the nature of their arrest to the language known to him and the Anti Torture Act, the same were brought to Surigao City Police Station for documentation and for filing of case.
