Apprehension of Persons for Alarm Scandal and Grave Threat


A concern citizen reported to Surigao City Police Station on January 20, 2020 around 10:50AM  informing that the duty security guards of Quano Sanchez, fired their shotgun, that transpired around 10:30AM of the same date at Purok 1B, Sitio Cayutan, Brgy. Cagniog, Surigao City.

Acting to the said report, elements of Surigao City Police Station immediately proceeded to said place. Later, the victim was identified as Evangeline Terezo Terrazola, 43 years old, jewelry maker, and a resident of Purok 8, Sitio Cayutan, Brgy. Cagniog, Surigao City, who approached the responding police officers and pinpointed the two duty security guards who fired their shotgun to threatened the complainant, the suspects was subsequently arrested and brought to Surigao City PS for further investigation, later suspects were identified as Santos Manchuchugan Rosas, 43 years old, married, security guard, and a resident of Brgy. Policarpo, San Luis, Agusan Del Sur and Aldren Plungasa, Querol, 29 years old, single, security guard, and a resident of Purok 9 Brgy. Balangbalang, RTR, Agusan del Norte.

Investigation conducted to Evangeline Terrazola, (victim) disclosed on the aforesaid date and place around 10:30AM while she was managing to erect a house in the lot parcel owned by her relatives named Ruben Francisco, the aforesaid duty guards (suspects) of Quano Sanchez approached her and stopped her to continue the structure of the house, but the complainant refused, there and then the suspects fired thrice (3X) their issued  shotgun aiming at the ground about 3 meters away from the complainant.

Confiscated from the suspects were 1 unit AKKAR, Shotgun, Karatay (model) with serial number 8552730, Caliber 12GA, with two pieces live ammunition, and 1 unit Rock Island, Shotgun, M40 BG (model), caliber 12GA, with serial number 1920277 and 4 live ammunition.

Physical Injury


Personnel of Surigao City Police Station, Pat Rolly T Heres and PCpl Pedie E Jumadas, Beat Patrol Officers brought Justin Canta Erong, 18 years, male, Crispy King employee, and a resident of Purok 4, Brgy. Rizal, Socorro, Surigao del Norte on January 20, 2020 around 3:30AM,for the crime of Physical Injury victimizing Jerson Estulle Silvosa, 23 years old, a resident of Purok Dalia, Espina, Surigao City that happened around 3:00AM of the same date in Rizal Park, Surigao City.

Investigation disclosed that on the aforementioned time, date and place, the victim saw his three companions who were involved in a commotion jointly mauling the aforementioned suspect. However, the suspect retaliated and clubbed the victim who only pacified the situation with the use of a stone hitting the victim’s face. After the incident, the suspect and his companion ran towards their workplace, Crispy King, located in Sarvida Street, Brgy. Taft, Surigao City, but the victim’s companions chased them and stoned the Crispy King store several times which resulted in damaging of its glass door, glass stand and other things.

During the arrest, suspect was apprised of his constitutional rights and nature of his arrest to the language known to and understood by him and was brought to Surigao City Police Station for custody and proper disposition. The victim was still under observation in Caraga Regional Hospital, Surigao City. An appropriate case for inquest proceedings against the aforementioned suspect is now being prepared by the IOC while a separate case for Malicious Mischief committed by victim’s companions who are at large is also being prepared by the IOC.

Violation of R.A 9287


Personnel from Mainit Municipal Police Station conducted Anti-Illegal gambling operation (TONG-ITS) in Purok 1, Brgy. Cantugas, Mainit, Surigao del Norte on January 20, 2020 at around 8:30PM that resulted in the arrest of suspects identified as; Jerome Tiambong Hubasan, male, 24 years old, Filipino jobless, married; Carina Oyo Tabontabon, 48 years old, female, married, jobless; and Joniben Pareja Hukman, 20 years old, male, single, jobless and all residents of P-1, Brgy. Cantugas, Mainit, SDN.

Recovered from the possession and  control were the following:

  1. One (1) set of playing cards; and
  2. money amounting Three hundred Pesos (P300.00) in different  denominations.

The arrested suspects were informed of their constitutional rights including anti-torture law and subsequently, brought to Mainit MPS for proper disposition and filing a case for violation of R.A 9287 illegal numbers game in inquest proceeding.
